Difference between software and programs and which should be put on resume?

I’m listing what programs/software I should include in my resume. What’s the difference and which should I include? I know things like Microsoft Office (word, excel, etc) and Adobe (InDesign, Photoshop). What’s the difference and what do those count as? And what are some examples of software/programs?
