It was possible to do this using Active Desktop in WinXP and lower versions of Windows, by defining the URL of the gif and then positioning the image as desired (I like it centered). But now I can’t seem to find a way at all with Windows Vista and above.

You wont, gif is very low quality and wouldn;t be worth it anyway
