Yes you should, It’s not like she will know that you like her because you commented on a picture of her.
I find that sort of stuff really superficial.. I hate it when guys try to compliment you, and you know they wouldn’t normally! lol but thats just me I’m weird… I would prefer it if someone told me I had seriously screwed up hair as long as they where being honest! 🙂 but like I said I’m weird.. err don’t tell her that it would probably piss her off. I would say definitely don’t make a bad comment but just say something like if she is smiling say “you have an awesome smile! nice pic by the way :)” and just generally try and come across as a nice person 🙂

Sure but make sure your comment says something that she’s not going to think is stupid or gross, do not put something up there like “Dude you look hot”.
