What do I wear to Home Coming?

I am a freshman. I talked to my junior friends but I need more opinions. What should I wear that is affordable. I REALLY want to wear this:

But I was told its too casual for me. Although any dress for me is formal.

I need to know what to wear and need to wear something affordable. I like the store Forever but I just don’t know if any of their dresses are okay.

that’s way too casual!! most girls get their dresses at Macy’s–they have a special section devoted to homecoming dresses, and they’re really cute!
