There are developmental reading classes in college for students who can read and answer basic comprehension questions about a text but to not have higher level comprehension skills, and there are developmental reading programs that teach kids to read from the beginning.

    In a school, a developmental reading program might be a class for students who are struggling to read and need to learn the skills to decode words and understand a text.
