  • Apples and Oranges. Regulatory agencies are those are in charge of regulating something, such as the environment. Independent agencies are those that are not formally part of the Cabinet. The Environmental Protection Agency is an independent agency, so the head is an “Administrator” not a “Cabinet Secretary.” FDA is definitely regulatory, but it’s part of the Department of Health and Human Services (a Cabinet-level Department) SBA is not generally regulatory, and it’s independent of any other agency. SEC is regulatory and independent.
