Every cat is different – if you are looking to adopt a cat, get an adult cat (2 and older) because it’s personality will already be formed. You can go to the shelter and explain that you want a friendly lap cat and the people at the shelter can easily direct you to those types of cats that they have and then you can choose based on which breed of cat you like best.
With kittens, a kitten that is a lovable lap cat can easily grow up to be an independent cat that that doesn’t even like to be petted much. There are questions on here all the time from people asking why their once loving cat doesn’t like to cuddle much anymore. Personalities change as the cat ages, get an adult cat and know the personality from day one.

I have a cat that is really nice etc. but I don’t know the breed as it was saved during winter, it had nearly frozen in the snow when it was a puppy and we never found the owner :(.
But my friend has a persian cat and it seems to be really nice, it slept on my lap when I first visited it. And also persians have long hair and they look kind of nice, but they can also look a bit ugly sometimes, you just got to find one that you like :).

It really depends on the cats personality. There isn’t necessarily a specific breed that is 1% perfect.
