1) Yes, this should be fine for your rats. Just be sure to keep an eye out for chewing.
2) PVC is fine as long as it is non-toxic. Some PVC, for example, release dioxins when burned and so forth so I would not risk having it chewed on. Double check the kind you get specifically says non-toxic. As for diameter, 6″ OD is what we used with our rats for tunnel.
