There isn’t one in standard English.
In UK English, “ɒ” is the vowel sound in “hot”.
There is an obscure word “torp” (a kind of Scandinavian house http://en.wikipedia.org/wiki/Torp ) but the IPA spelling would be /tɔːp/ (or /tɔːrp/ for rhotic speakers). Nor is it “tarp” (abbreviation for tarpaulin): that’d be /tɑːp/ (or /tɑːrp/ for rhotic speakers).
It might conceivably be a dialect pronunciation of “top” (Boston, maybe?).
