The only thing guinea pig harnesses are good for is making money for pet shops! Because guinea pigs have very short legs and essentially no necks, if a harness is tight enough to be secure, it is too tight for comfort. If it is loose enough for comfort, they can pull their legs out and either injure themselves by getting tangled or escape.
Your best bet for keeping them out of the flower bed is a play pen

It’s really not a good idea. Guinea pigs have weak spines and a harness can injure them if they try to run or anything. They shouldn’t really be outside unless in a some sort of enclosure for their safety.

They are actually bad for there backs- they are curved down and not very Flexible. Lots of pet-shops are a bit naughty like that! If you want to protect your plants then please just get a tiny fence or buy get like a actual run so they can run around freely

No they are not okay. They are really cruel and should be banned. They can damage a guinea pigs delicate spine.
