I don’t mean a computer this advanced, but I mean this independent (anyone got a better word?)
It can be advanced enough to perform tasks that current computers can’t, but can it have it’s own personality? like assess a situation depending on the given without having had similar situation before or programed to react to it. It would be more like a human brain, can computers reach this level?

Yes, in future we should see such computers. The particular branch of AI that is working to achieve such a level of intelligence is called strong AI.
No your talking about artificial intelligence no computer is that advanced and can interpret and give commands at that level yet.
