Can i get cash at a wells fargo BANK(not ATM) with a "Travel Cash" credit card ?

I have a Travel Cash which is a swiss credit card, and i wanted to get cash inside the bank since ATM’s don’t allow you to withdraw more than 5 dollars a day(and only give you 20’s). I went to Bank of America but they said they couldn’t read my card since it’s a foreign one so i had no other option but to go to the atm and get as much as I could. Isn’t there another bank that i could go to that would accept my travel cash(in Los Angeles, CA) ?
