yes, i suppose you could. even in ‘adult’ jail most of the tattoo guns are home made, not ‘legit’ tattoo guns. When i was younger we used to think we were tough and tried to give ourselves tattoos by cutting designs in our skin and then rubbing pen ink into it (didn’t really work, but then again we didn’t really know what we were doing). it’s not safe, by any means, but if someone there knows how to make a home-made tattoo gun, it’s definitely possible.
Neither. Any tattoos you get in jail are normally pencil or really unclean needles. They’re not going to actually let you bring a real legit tattoo artist into the jail..
