I got a fee to pay to shopko for “shop lifting” but didnt do it. They want me to pay them $239 dollars. Is there anyway to not pay it? Like writing a letter to say I didnt do it/apologize?

You can sue them in court. Should cost you $10,0 to start the proceedings and then $3 an hour thereafter for the lawyer. Of course, you should take the high road and pay the fine first then sue them. You could just file a small claims suit which would be a lot less but again you do so by first paying the fine, documenting it and then laying the suit.
Maybe go there and ask them what day they say you “shoplifting” and ask them to show u the security cameras if you insist you “didn’t” do it.
Why would you apologize to them if you didn’t do it? Something with your story sounds fishy…
