    Hi Jack,

Can you open anything else from the Control Panel such as Programs and Features, Action Center, Administrative Tools or Device Manager?

Will the firewall open if you do the following?

Click on Start orb and type firewall into your Start Search area.

Edit: You could also try opening the firewall in the following manner:

Click on Start orb > Run and type:

    firewall.cpl

    into the run box.

Not an easy question to answer without troubleshooting the issue or knowing a bit more history of your recent activity:

    Couple of questions:

    Have you recently been infected?

What did you scan your computer with to check for viruses? Viruses evolve on a daily basis and the developers of AV software can only update their databases to protect our computers as they are discovered.

Have you ever used Registry Cleaners? < (registry cleaners can be very bad to use since they can not distinguish from good or bad keys and can corrupt the registry and cause Windows instability, or make Windows unbootable)

Are experiencing any other issues besides not being able to open the firewall?

You night be able to run System File Checker (SFC) but knowing more about what is actually going with your system would give us the ability to pin point the problem.
