Council tax billing for multiple people (England)?

I gather that if two friends share a house then both must be listed for council tax purposes, especially to get both onto the electoral roll; but the various online government advice says that the council MAY send one bill or two.

If we WANT the council to send two bills then what do we need to do to cause this to happen?

I do understand that even if two bills are sent then both are jointly and severally responsible. The issue and question is not who must pay – the question is “What do we have to do if we wish to receive two bills?”.

If this varies from place to place then what is the practice in West Yorks., for example.

  • The only way to get 2 bills is to have separate tenancy agreements, like for numbers 21 and 21a, if there are 2 bills they will not be for 50% each, they will be for the whole amount each and you will be paying twice as much.

  • I suspect you’ve read this, or something like it:

‘Your council may send the bill to just one of the liable

people, to some of them, or to all of the liable people. If

your are jointly liable you should ensure that the whole bill

is being paid. Even if you have paid your ‘own share’ of

the bill, the council may still seek to enforce payment

of any balance outstanding from you.’

It’s the council who decides to whom the bill is addressed and to whom it is actually (physically) sent. It is just one bill; only the number of addressees on the bill itself varies eg John Smith; John Smith and Susan Jones; or John Smith and Others.

  • No, the bill covers the whole property.

Poll Tax used to be a bill for each adult but that was abolished.

They won’t send separate bills if you ask them, you will just have to work it out between you, you can all be named on the bill, however, but it’s always going to be one bill.

Also, it has nothing to do with the electoral role, that is done separately.

  • Only one bill.

If you want 2 bills, your local 7/11 will photocopy it at around 5p a sheet.
