Difference between anchor babies and baby tourism?

Writing research paper on baby tourism and anchor babies. Found this quote in a reliable article, “Baby tourists also become a much smaller problem when viewed relative to their anchor baby counterparts. The tourism happens far less often than anchor babies, 7,0 versus 340,0 per year.” And it makes it sound like there is a difference! What is the difference between anchor babies and baby tourism?! I am so confused!

  • Anchor babies is a term commonly used for babies born in the US from foreign (illegal) immigrants.

    As the law now stands, pregnant women — so-called baby tourists — can travel to the U.S. to give birth and then return home with their children, who would still be U.S. citizens.
