Question’s not specific enough.
If you’re talking about the ‘swim test’ required for participating in an entry-level scuba certification course, than where you do it will depend on course logistics and available facilities. I’ve conducted swim tests in both pools and confined open water (although I prefer to do it in a pool if possible).

Not usually because:
a)Even if it has a lifeguard, it is too small
b)Not a good place for competitive swimming
