Does the MSF course teach people who have never ridden a motorcycle before?

So, I’m 23 and live in Texas and want to learn how to ride a motorcycle. I have never ridden one before b/c I do not know anyone who owns one. I was just wondering how to go about actually learning how to ride one when there is no one you know that can teach you. Does MSF teach new riders or is it just for people that already know the basics and how to ride? Also, do I need a learner’s permit to take this course, what are the steps I must take to get my Class M license?
