As payer, no free sites exist. There are a few companies that will have or sell you software for generating the form for the people you paid. Note, for 2010, they were due last Februrary! You now have $50 a form penalties. If you didn’t get the W-9s filled out, you also owe 28% for backup withholding.
As recipient with self-employment income that needs to be reported on a 1040 with schedules C and SE, you can use free-fillable forms until 11AM today (provided you are on the West Coast).
Given that the tax forms were due ages ago, what happened?
I’m not aware of any sites that allow free e-file for self-employment income.
