Okay… I am a straight guy, but lately I have had feelings for another guy. I want to let him know that I like him, but I am not sure how to do it. We are always giving each other these little looks, and sometimes he messes around with me. Is there some way to maybe get him to “be with me” for a little while without alcohol or illegal drugs?

Okay it seems to me you are trying to cover up certain things by putting a coat over certain words. For a start; “I am a straight guy, but lately I have had feelings for another guy.”, i hate to break it to you, but having feelings for another guy isn’t the ‘straightest’ thing. If anything you are bi-curious or bi-sexual and this is futher highlighted with the fact that you want this guy to ‘be with you’.
Now you don’t know whether or not this guy is bi-sexual or gay; so your hope that he will be with you is perhaps one made upon false pretenses. The fact that he messes around with you if quite a vague statement; if he touches you in places that normally people wouldnt touch, well it is perhaps suggesting a certain thing. However you cannot be certain of this until you look him straight in the eye and talk to him.
However i also think that you ought to be commended for realising that getting this guy should be done in a legal manner without the influence of drugs or alchol, that is very mature and shows that you want a relationship built upon honesty. Bottom line is that you need to talk to this guy, if you know him quite well, it will be easier, however if you don’t know him, take things slow – there is nothing worse then running into something that you are blind of its outcome.
Ask him to hang out and maybe say, “Hey, I like you” while you’re together.
Also be open to the fact that you may not be straight;] Hint, hint.
