i just bought an asus pce-ac66 which is supposed to be 13mbps but i only get 10% of that and i dont know what to do

You need to tell us what it is talking to.
It may be the other end is the limitation.

First, all depends on your internet provider, thats where you get your internet.
Second, mbps means mega bits per second, and a byte consists of 8 bits, so your speed is 8x less than what is written ( its a marketing trick )
Third, if your pc is weak, then it might not be able to handle the speed.
