How do I remove the aluminium bars and silicone from my colonial windows?

I would like to take the stuck on aluminium bars of the colonial window. (ex ), then how will i get the silicone off, then can I paint the bronze anodized aluminium charcoal?

  • Silicone can be removed wth mineral spirits and elbow grease.

    The bars are beyond me without being seen.
