How many stages are there in pipeline operating at 4MHz,a speedup factor of 6 and operating @ 70% efficiency?

Nobody knows. Nobody uses straight linear pipelined architectures any more. Even if they did the figures presented do not arrive at an integer solution. In other words, you have left out some pertinent factor that is necessary to answer this question.
