Well this is a picture of my grandfather he passed away like 3 years ago and we have this pitcture of him in our room for memory. Well anyways his picture is on a top shelf and i noticed that his picture is always looking towards the window and i always make it move towards the room. I started to notice in the middle of the day the picture is back to how it was looking out the window. I asked my father if he moves the picture he says laughs and says no. I only live with my father so if am not moving and hes not moving it who or what is causing the picture to move

This is a problem we have with almost all questions here. We are not witnesses and only have your say-so. Which is frankly of no value. There is no way validate it. Also since we are still in the science section, for us being evidence based thinkers it would be irresponsible to make wild speculations that solves nothing.
I suggest to read up on Occum’s razor.
It could be vibrations, for instance, the ac or washer could come on and send vibrations through the house and cause it to turn that way. But I personally think it could be the spirit of your grandfather. Try setting a video camera up and film the pic for a while to see if it moves.
It could be many things, a joke from your father that he isnt telling you about, wind which isnt likley
I belive it would be a ghost
I had a had a ghost unlock my door a swing it open so hard it left a hole in the wall and i have had things fall of my desk when its in a room that no one uses and is always closed =-O
Vibration are causing the picture to “Walk.” Put a thin sheet of rubber under the picture or some cloth to see it that will stop the walking.
could be many things.. and yes it could be a ghost looking at it every once in a while moving it… not a big deal though not harmful so ignore it.
