When they installed the tankless water heater did they reduce the size of the pipe(s)? I’ve seen people use /” instead of /” and that will drop your pressure.
The heater restricts the flow, so the element can keep up. I f you take out the restriction, the water won’t get as hot. The installer should have taken care of that to compensate for the low pressure.
