I right clicked a .exe file so they always open in winrar. I tried uninstalling winrar and restarting my pc but it just asked me what I wanted to open it in.

Right Click on any .exe file. Look for “Opens with” line, and hit the “change” button next to it. Choose the appropriate program you want to use to open .exe file. Recommended program should windows explorer or something similar listed. Make sure, on the bottom, “Always use the selected program to open this kind of file” is checked. That should fix your problem
If there is no recommended programs listed, you may need to browse for the program. I know, in XP, the location is C:WINDOWSsystemcommand.com You may be able to search for “command.com”. That is the windows program that opens .exe files.
Finally, Not sure how comfortable you’ll be with modifying the registry. But I found the following KB article which provides the same scenario and fix as in your situation.
