All applications for university in the UK must be done through the UCAS site http://www.ucas.ac.uk/ – you can search by course or by location. Each university and course will explain the entrance requirements and also the fees.
For international students, degrees are very expensive, and the cost of living in London is also extremely high.
If you gain a place on a course, and can afford the fees and cost of living then you would be able to apply for a student visa, but you would not be eligible for citizenship.
