I never heard of any retailer ever charging a fee for setting up a baby registry. As to when should you sign up, I would suggest doing it before the hostesss have the baby shower invites printed. That way, she can include the baby registry information right on the invites.

And why no shower?
Even though it’s tacky to plan your own, you can still ask somebody to have it for you if nobody offers.
And having a shower for multiple kids is fine as long as they aren’t the same gender, really close, and in the same season.
