It’s a classic gypsy lady design with a modern twist of a tiger head-dress. It is meant to be cool and retro but has no specific meaning. A person could find their own meaning if they wanted for example the tattoo could be done on a person called Mr John Tiger, or someone who works with tigers, or someone who was born in the Chinese year of the tiger.
