It’s a radiator, and the tank is metalic,,,, and coolant that’s not changed regularly can become caustic and eat holes through the metal of the tank.
There is no inner tank in a radiator. Radiators go bad because of corrosion, this is why it is important to use the correct engine coolant.
It is most likely caused by not having enough antifreeze. Usually it is about 1/2 water 1/2 antifreeze.
