She has gone from a bit of a tom boy to a girly girl so she has a lot of pretty lacy stuff that he makes fun of!
He really doesn’t do it to everyone, but she s humiliated by it all the same.
As a mother i need to stand up for my girl when she is almost to tears because of this…What can i do?

Start talking to your son first. It’s always good to know why he does it and manage to get the main idea of the situation from your son’s perspective.
Of course, you’d also need to tell him it’s wrong to make fun of his ELDER sister. Then tell him to apologize sincerely to his ELDER sister.
If this continues, give him another talk, with his father and sister, of course. A full family conversation is most suitable for any sibling-conflicts that doesn’t seem to stop. Offer a punishment (maybe grounding…anything that a boy should be afraid of) if your son doesn’t stop and apologize. Teach him about privacy and the private-personal things of different genders. Make it strict and stern, and very very serious.
AND if it somehow manages to continue even after the punishment or talk, challenge him to tease other girls, and see what outcomes come afterwards. If he refuses, then make sure he refuses to tease his sister. It shouldn’t be of any different if he teases other girls or his sister, right?
And if this goes on, teach your daughter on how to handle her brother. Nothing violent or harsh, of course.
Your son is craving attention. He gets this attention when he does something horrific. This is the same theory to the South Park animations. The more you tout his efforts, the more he feeds on it.
If you start doing the same thing, mimicking him by twirling around your underwear and bras, it will become passe’ and he will move on to other ways of getting attention, but at least that action will stop.
Look at his motives and what’s going on in his life and what changes he can make to offer a more reasonable personality. My guess? He’s discovering hormonal changes and this is how he’s dealing with them.

im 14 and have 3 really ratty annoying brothers my parents let me have a lock on my door so i can have privacy and my brothers get thing important to them taken off of them when there being rude or mean usually if they get there phone computer and going out privileges taken off of them that takes away there ways of communicating with friends and its the worst kind ofpunishmentt my parents could give to me or my brothers also getting him to do her chores for a week and seeing her have all the fun will make him think twice about doing it again
Make him learn consequences. Start taking away his privileges. Cell phone, tv, games of any kind, weekend outings with friends. You know him better, pick the consequence that would be a form of punishment. If it continues, hike up the consequence. Be sure and talk to them both and let them hear your concern and seriousness to why this should stop. Talking to them together will help open any conversation they might want to have.

make him wear them and go running around the street with nothing else on but them i feel bad for the sister she has to deal with this put a lock on her door and put her underwear and bras up high like in a closet or something were he cant reach them get him to have a talk with his father and tell him its not right to do that or get his sister to wave his underwear/boxers to everyone see how he feels
get his father to give him a hiding to show it is not acceptable to humiliate and disrespect woman in this way

Make him put on a pair of his underwear over his clothes and run around the garden five times or he doesnt get any dinner – and she gets to watch
