Plastic wrap tightly over the toilet seats so no one can see it, then they pee on it, and it splashes all over the place.
If you have the right kind of doors, slip pennies in the crack on the hinge side of the door. This will make some doors unable to be opened from the inside.

This one takes a little time: superglue a quarter to the floor in a public place. The prank can end here, simply making fools out of every person who stops to try to pick up the quarter. Or you could be vicious: hang out near by with an old towel. Have someone else nearby filming. When each person bends over to pick up the quarter, rip the towel a little bit, and enjoy their reactions. You can even put the film clips together as a compilation for the senior slide show :).
Tie the door handles together so no one can get in/out of the room. (: Works best if a double door with handles on both doors but it could also be done to the dorm doors.
