  • Only to Regnant Queens and Kings. He might choose to bow to Queen Consorts but only because they are entitled to use the feminine version of their husbands titles and styles.

    Royals don’t have to bow or curtsey to anyone of equal or lower rank.

As the Consort of a Head of a State he is at the top of the order of precedence, he is technically inferior to his wife and knelt before her at her coronation but as a member of the British Royal Family is not expected to bow to other Head of State, much like other Heads of State and their spouses doesn’t bow or curtsey to the Queen
