Royals don’t have to bow or curtsey to anyone of equal or lower rank.
There is nobody the Duke of Edinburgh is expected to bow to. As the Consort of a Head of a State he is at the top of the order of precedence, he is technically inferior to his wife and knelt before her at her coronation but as a member of the British Royal Family is not expected to bow to other Head of State, much like other Heads of State and their spouses doesn’t bow or curtsey to the Queen

The Duke, as a Prince of the UK, Greece and Denmark is in line to all three thrones and probably even has a claim on the Tsardom of Russia. So he outranks all royals except those 3 mentioned.
He wouldn’t bow to a lowly Arabian monarch, as they are just tribes who got lucky with hydrocarbons formed under their territories millions of years ago.
Since he’s a prince from Greece and Denmark it would have to be to the Queen of Denmark and exiled King of Greece but this is very unlikely because first of all Philip the Greek is the husband of a head of state and is also a royal, secondly the exiled King Constantine II is apparently an exile and ex-king with no kingdom…lulz…truth hurts
