Why is the battle for EL places in the Bundesliga so much more competitive than the one in the Prem?

In the Bundesliga, 6 points separate the 5th and 11th placed teams.
In the Prem, there is 22 points between the 6th and 11th placed teams.

In the Bundesliga, Frankfurt, Frelburg, Hamburg and Borussia Monchengladbach are all in direct contention for EL places, with Hannover, Mainz and Wolfsburg just behind.
While in the Prem, there is an 8 point gap between the 5th and 7th placed team.

And wasn’t the Prem supposed to be a competitive league?
