If I need a pump, how many gallons per hour should it filter? Does the pump (if needed) have to be submersible?

That’s a pretty small pond if its only 30 gal. Yes you will need a filter, however most pond filters are built for much bigger volumes. You could use an internal aquarium filter (below) or a canister if you can safely plug it in.
