Almost passed a school bus but stopped?

So basically, I was turning right and the school bus was on the opposite side of the intersection and stopped when I was actually turning in front of the stop sign on the school bus when I saw it since I couldn’t see it while I was turning, so I didn’t actually pass it. Thing is, the bus driver honked at me. Can I get a ticket for this?

You can’t be sure who he was honking at. Maybe he had regulars who he was waiting for and honked to let them know he was there. As I understand the law, you can pass unless the red lights are flashing.
