Am I YouTube Partner yet.?

So a couple of days ago I made an AdSense account and enabled monetization on my YouTube channel. Then now on my channel’s dashboard below the username it says YouTube partner and all the partner feature like custom thumbnails, more than 15 min of videos and external annotations are available except the banner in the YouTube layout. To this date I have 81 subscribers and 97+ views. I haven’t got an email like “Welcome to Youtube Partner program” and when I go to become a partner page and click on “Become a partner” it redirects me to monetization tab which says
“Your AdSense Application has been submitted and is being reviewed. You will receive an email regarding the status of your application within about a week.”
I am in utter dilemma and chaos, so please can you tell me if I am a YouTube partner or not.

The partner status has simply been reduced to ads. You are a partner and once Youtube accepts you’re Adsense application (it can take awhile, but they almost always accept it on your first go around).
