but it wont print white because the printer thinks i am trying to print on white paper. How can i make it print white ink.

There is no such thing as white ink. Normally whenever it is white it will not use any ink as it is assuming you are using white paper.
Printers don’t have a white ink unless you have some unusual expensive printer.Read the manuals to find out how to change the settings so it will print the opposite(white ink on black).
Or give us the printer model number so we can help you with that.
Could you maybe use a very light gray instead? One that looks white on the envelope, but the printer will see as an actual color…
