You may be interested in this. It’s a Winter Fun Pack for Windows Movie Maker. It has a lot of neat things in it, can’t remember if it has a snow effect. I’m sure you’ll find something creative in it regardless.

you can try this video editor by adjust Saturation this slider bar to your desired snow effect.
by the way, u can free down the trial version to test it.
