How do I legally borrow someone’s car?

I am moving to FL from PA and plan to convert my drivers license. The problem is I will be borrowing my parents vehicle. The vehicle is titled and registered to them in PA. (I am listed as a driver on their insurance) I obviously cannot register a vehicle that I do not own and they cannot register a vehicle in a state that they do not live. What do we need to do? Would a notarized letter suffice if I was pulled over and questioned for having a FL license but a vehicle with PA tags and plates?

    It’s totally legal to borrow (with permission of course) someone’s vehicle and drive it. Let’s say, just for example, you end up getting stopped for speeding. The cop will ask for all the ID (licence, ownership, insurance, etc) and will run a quick check for any warrants or wants on you and the vehicle. You’ll then be asked who owns the vehicle, and then just answer honestly. Your story makes perfect sense, so no problem. If anything, the cop will call the vehicle owner to verify that you have their consent to be driving it. And since you do, there won’t be a problem. The plates vs. licence won’t even be an issue, because that too is totally legal.
