Update:
he is far too confident in the water. he wants to jump out of my hands and straight into the water. he doesnt want me holdin him. And he doesnt like floaties – he has a tantrum.

There are one piece swim suits that have the floatation things around the bodice of the suit. I see lots of kids wearing them, so he probably wouldn’t be the only one. They come in different colors too. You can usually only find them in the summer though, around the pool stuff.
