How do you remove the fog beetween double pane glass?

You can’t. It is there because there is a leak in the seal. Those windows are suppose to be sealed with some type of gas (thermal) between them to prevent them from fogging up. Once the seal has broken they can not be fixed.

All you can do is replace the window.

Replace the glass, the whole window doesn’t need replacing.
