I’m asking to compare the clock speeds of the i5 architecture with the core 2 duo architecture assuming everything like cache memory and core count is fixed to the same amount.
Is it accurate to say that core i5 2.6 GHz ~= 4.33 Core 2 Duo GHz?

Your question makes no sense whatsoever…
Core i5 would be much faster and better than Core 2 Duo, since it has newer technology. Forget about the GHz clock speed, that does not matter.
First of all, an i5 is a quad core processor (desktop models are, not laptop ones), while Core 2 Duo is a dual core….
You mean how much better performance do you get per clock?
Depends, but from the Core 2 Duo to the Ivy Bridge, you will get anywhere between 15 and 40% better performance per clock (according to intel)
Intel core i5 way newer which means usually means faster
