Ok, so I’m a university and when I’m in class we share a wireless internet connection. Every once in a while a pop-up will appear in the bottom right-hand corner saying I’ve discovered someone else’s media center, and it asks if I would like to connect with them.
Now in my room we also have a wireless connection that three of us share, yet it never asks if we would like to connect…which we would.
How do I discover my roommates computers to share media?

You can share media by creating a shared drive. You can do this by creating a new folder, right-clicking on it, and selecting properties. From here a new window will appear. Click on the sharing tab and select the “share this folder” radio button.
The folder is now created, but needs to be secured. You can assign read/write access to different users.
Performing the above mentioned configuration can be a security risk. I would heavily suggest doing more research and following Microsoft’s suggestions for securing shared folders.
