Iv had to just borrow soil till I fix up a garden but I say tiny tiny bugs that I can barely see in it and the place I got it from have no plant damage am I threatening my seedling?

It depends what type of bug it is. Some bugs can be harmful to vegetation, while some bugs are actually good for your garden. On the other hand there are many bugs which make no difference to your garden. My suggestion is to get a magnifying glass to see if you can get a more detailed view of the bugs.
