My cat scratches his face until it bleeds. We put a cone on him, it healed, and he did it again. HELP!!!?

We would notice cuts around is mouth with swelling and pussing, it was obviously due to his scraching. We put a cone on his head and we let it heal, as soon as we took it off he scratched it again- then the other side. We assumed it was because he “didnt know his own strength”. Finally when it healed again, we took it off and now he scratched all around his nose and upper lip until bloody! THIS ISNT NORMAL.
What could it be? We clipped his back claws a bit to help, and put on the cone again, but it has to be something else.

Other info:
Months before this happened he came home one day with a swollen face and extensive vomiting, we took him to the vet and the vet determined it might be due to an allergic reaction to a bee, as there seemed to be something that “poked” him and caused it. They gave him steriods and he had a reaction to that and it turned his face red. They gave him another shot, and it fixed the problem. ->Probably an unrelated issue as they took place a long time apart, but who knows?
