Now after entering the Title and then trying to enter a name for the url always returns Sorry not available. How to fix this ?

Try different variations. For instance if your blog is about cats, URLs like cats.blogspot.com or felines.blogspot.com or cats-in-canada (etc) would probably be taken already by someone else. But you could try adding in numbers, or using underscores rather than hyphens, or putting your name somewhere in the URL… there are all kinds of possibilities.
The title of your blog can be anything you like, but the URL must be unique – and as more and more people make blogs, it’s more and more difficult to find a unique URL. But if you try enough possiblities (making sure you only use allowed characters, with no spaces) then you should find one that works eventually.
