I’m using Paypal personal account, i have confirmed my bank account too but still it says your account is limited, if some try to send me money it says the recipient is unable to get money, Why is it, should i upgrade it to premier account for getting money? How much will i be charged for premier account?

check the reason as why your account is still showing limited.
No need to change to Premier account, or even if you upgrade will not solve the problem of limitation….
How to resolve limitation issue in PayPal:
Go to the Resolution Centre to report or check the status of a dispute or claim.

Premier account is free I think.
