What is the best mobile network with low calling rate in UK & making international calls in Gulf countries?

OK so currently i’m on EE mobile network and its so crappy and always eats all my credit! I cant make calls in the UK and even if I do it usually like charges 1 pound per min estimated. Its crazy and and I top up separately for net on my cell. I have a BB curve and I’m not on contract basis, just pay as you go service. Please let me know any good mobile network with low low calling rate in UK & making international calls in Gulf countries please.
